If you’re responsible for arranging buildings insurance for a block of flats, you’ve likely come across the term EWS1 form – and the confusion that comes with it.
Many managing agents, freeholders, and residents’ management companies (RMCs) are unsure whether an EWS1 is required to obtain insurance – and whether a lack of one will prevent cover altogether.
In reality, the answer is more nuanced.
What is an EWS1 form?
An EWS1 (External Wall System) form is an assessment carried out by a qualified professional to evaluate the fire risk of a building’s external wall construction, including cladding, insulation, and attachments such as balconies.
It was introduced following the Grenfell tragedy to support mortgage lending decisions – but it has since become highly relevant to insurers.
Do insurers require an EWS1 form?
Not always – but it depends on the building.
Insurers are more likely to request an EWS1 form where:
- The building is over 11 metres in height
- There is cladding or external wall systems present
- The construction materials are unclear or potentially combustible
- There are known or suspected fire safety concerns
If an EWS1 is available, it gives insurers clarity and confidence. Without one, they may:
- Decline to quote
- Apply higher premiums
- Impose exclusions relating to fire or cladding
What happens if you don’t have an EWS1?
A missing EWS1 form does not automatically make a building uninsurable.
However, insurers will expect alternative information, such as:
- A detailed Fire Risk Assessment (FRA)
- Construction and material specifications
- Any intrusive survey reports
- Evidence of interim fire safety measures
The key is demonstrating that the risk is understood and being actively managed.
How to improve your chances of getting cover
If your block does not yet have an EWS1 form, you can still strengthen your position by:
- Commissioning an up-to-date FRA
- Providing clear construction details
- Outlining any planned investigations or remediation
- Demonstrating active fire risk management
This helps reassure insurers that the building is not being neglected – even if full certification is pending.
